As a principal in several affordable housing development companies, he has overseen the completion and operation of more than 2,200 housing units across the United States.

Through his financial expertise, David also became an active operator in various companies, including Enhanced Affordable Housing, EDJCO, a construction management and valuation firm, and Accelfunding, which utilizes tax strategies to generate additional equity for affordable housing transactions. Through over a decade of experimental treatments and with unwavering faith and determination, his wife became the longest-living survivor of metastatic pancreatic cancer in history. Despite their challenges, David and his wife stood together for 15 years, a testament to their love, hope, and perseverance. Tragically, she passed away in 2024, but their journey remains an inspiration for those who witnessed their strength.
 

Rubin’s contributions extend far beyond his career. His commitment to public service and philanthropy has guided him throughout his life. A key highlight of his career has been his involvement in affordable housing projects, including a nationwide lease-to-own program in San Diego. This program allowed renters to transition into homeownership through tax credit financing, providing long-term stability for many families.

As Commissioner of Housing for the City of Los Angeles, David was instrumental in developing policies that addressed the city’s public housing crisis. He also played a key role in restructuring the housing agency's financial affairs and was elected Vice Chair of the appointed commissioners.

Rubin’s work in the health sector included restructuring the Daughter of Charity Health System, which focused on providing care for Southern and Northern California's underserved and indigent populations. This initiative led to his collaboration with the county in 2016 to build the first permanent supportive housing project for released indigent patients. The project created over 500 units, utilized innovative construction methods, including prefabricated steel modules, and provided essential services through various social service organizations.
 

David has also made significant contributions to education. For 15 years, he was the President of Yavneh Academy, a private elementary school in Los Angeles. Under his leadership, the school experienced unprecedented growth and academic excellence, strengthening its connection with the community.

In addition, he served as President of YULA, a private girls' high school, where he spearheaded the construction of a new campus and fostered a faculty-focused mission to develop future generations of leaders.
